OSHA's proposed safety & health program rule O ne of the proposed rules in OSHA's Regulatory Pipeline is the Safety and Health Program Rule. This rule will require all employers covered by the OSHA Act, except those engaged in construction or agriculture, to establish a Workplace Safety and Health Program. Many large employers have long recognized the importance of safety and health programs. Part of the significance of this proposed rule is that it will apply to employers of all sizes and require them to deal with safety and health compliance issues in a systematic way.
Under the proposed rule, employers that already have a program would need to make sure that it meets the basic requirements of the OSHA program and be able to demonstrate the effectiveness of any differences. Others will have to develop a new program that is appropriate for the size and hazards
