C I I U ~I has it high density (1025-1028 m3) with a relatively low temperature (1-5 eV), therefore it is strongly non-ideal. The degree of ionization ~1 and the electric conductivity u of such plesmas are discussed, considering that non-ideality. The burning voltage of the arc U , is estimated with the help of o-values, obtained from theories and measurements for non-ideal copper plasmas. It is shown, that n high current density of the cathode spot of i = 10'2 A/m2 is not in contrudiction to a low burning voltage CT, = 21) -40 V, but these values give a consistent picture of the spot processes.

## Abstract The partially ionized plasma is described by a model Hamiltonian containing bound (localized) as well as orthogonalized free (itinerant) electron states. The equations of balance for the single particle states are given, and the correlation functions arising in the equations of balance
