A resistance law for nonstationary conditions is suggested assuming similarity of the nondimensional Reynold's stress. Equations of motion for the wind velocity deviations are used for the outer layer. In the wall layer, wall similarity is supposed as usual. Then a matching procedure is used for the derivation of the resistance law.
