The relative relaxation rates of vibrational lcvcl populations following establishment of a Boltzmann vibrational distribution by rapid vibration-vibration energy transfer are shown to depend on the nature and extent of the departure from equilibrium. The only kinetic information obtainable under such conditions is :, the rela..ation time of the vibrational enern. The implications for interpretation of Iaser-induced vibrational tluorescence ma_xrements arc cmphasized.
