Book Reviews including re-allocation of water rights. The User-Pays Principle for water and water-related services and in the application of this principle, the marginal cost pricing should be used. The polluter should remain responsible for the cost of pollution and prevention control. The User-Pays Principle requires water authorities who take into account economic efficiency in the formulation of pricing structure and determination of tariff levels, also of environmental and conservation asFects. Fi- nancial subsides t o the u-ater services as a whole, or to one group of water service users from another, should be justified by explicit arguments for the special treatment of the particular group. The basic principle should be t h a t an incentive is provided for the user to economize the use of the service or the natural resource. The book is of interest for economists and for readers who are engaged in environmental management.
