In the title compound, C 15 H 13 ClN 2 O 3 ÁH 2 O, the molecule adopts a trans configuration with respect to the C N double bond. The dihedral angle between the two rings is 15.03 (3) . The structure is stabilized by intramolecular O-HÁ Á ÁN and intermolecular N-HÁ Á ÁO and O-HÁ Á ÁO hydrogen bonds,

## Abstract The ^13^C NMR spectra of 2‐halopicolines, 2‐halopicoline __N__‐oxides and 2‐halo‐4‐nitropicoline __N__‐oxides were recorded and their chemical shifts assigned. The influence of the electronic properties of the substituents on the direction of the chemical shifts is discussed.
