We study the statistical testing of random e ects in the balanced incomplete block design by using the locally most powerful (LMP) rank test and some assumptions. The test criterion in logistic case has a linear relationship with the statistic derived by Durbin (Br. J. Psychol. Statist. Sec. IV (II) (1951) 85) for testing no means=medians di erences among treatments. For more details of deriving LMP rank tests for random e ects in randomized block designs, the reader is referred to Nugroho and Govindarajulu (Indian J. Math. 41 (1) (1999) 55).
