In emulsified aqueous solution with NaCIO, or NaPF, as solutes non-freezing water was observed by infrared spectroscopy. The high-frequency component of the OH (OD) stretching transition is virtually unchanged between 295 and 20 K, i.e. it is the water near the anions which does not freeze. In general, emulsification is necessary to avoid formation of crystalline salt hydrate.
