Thts paper descrtbes some of the norse control measures mcorporated m the passenger termmal butldmg at the new Smgapore International Atrport at Changt As the acousttcs]advlserlto the Changt Airport Development Dwzston of the Pubhc Works Department, the overall consultant of thts multt-btlhon dollar project, the author revwws some of the spectal steps taken to mcorporate some of the latest acousttcs techmques m this atrport These mclude the estabhshment of norms for vartous factors such as permtsstble background norse levels to each of the rooms, offices, arrtval and departure halls, etc Speclficattons called for mclude opttmum sound absorptton and reverberations times, airborne sound msulatton for mternal and external butldmg parttttons and structureborne sound msulatton, as well as a sophtsttcated sound remforcement system Because of the strmgent requtrements followmg some of these spectficattons, the factor of the sktll and workmanshtp of the contractors mvolved m the erection of the partettons had to be allowed for As a result, all supphers and contractors were requested to send their bueldtng proposals for testmg Thts was done m the newly estabhshed Acousttcs Laboratory of the Nattonal Untverstty of Smgapore at Kent Ridge Some of the tests carried out, based on lnternattonal Standards ISO R140 and ASTM E90 on sound transmtsston loss and ISO R354 and ASTM C423 on sound absorptton, are evaluated
