have been a member of the Illinois Commerce Commission for almost 12 years. Over time, I have developed a philosophy of regulation to guide my decision making. Of course, all of my decisions are based on the evidentiary record, but my personal philosophy is crucial to my analysis of that record.

My philosophy is very simple: Management has the responsibility to operate and manage the utility; regulators have rate-making and oversight responsibilities.

With that in mind, I believe regulators should:

  1. not attempt to micromanage utilities, 2. minimize the cost of regulation, 3. be flexible, and 4. acknowledge that change is inevitable.
