Beginning with a thermodynamic description of the state of water in heterogeneous "microosmotic" systems, a multistate theory of water activity is presented together with theoretical relationships between NMR water relaxation times, water activity and electrical conductivity. These relationships are tested using measurements of NMR water oxygen-17 relaxation rates in a variety of simple model systems. Although the results support the multistate theory, other descriptions of the state of water in micro-osmotic systems cannot be excluded and some of these alternatives are discussed.
