After more than a dozen years of analysis, litigation, and delay, the Environmental Protection Agency is about to issue final, industry-wide rules governing ocean discharge of drilling wastes from oil and gas development. "he new rules will impose limits on drilling muds, drill cuttings, produced water, produced sand, deck drainage, and domestic and sanitary wastes. in some respects, the new rules merely codify the standards imposed by individual and general permits issued by the agency over the last decade, but there are also some significant new restrictions that offshore operators will have to meet.
