This year, one of the first issues the Clinton administration and the new Congress will have to face will be whether to approve the North American Free Trade Agreement (NAFTA) concluded last summer among Canada, Mexico, and the United States. Issues may arise as to the desirability or the efficacy of some parts of the agreement (e.g., in the environmental area). Some interests may question whether the energy provisions are sufficient to unleash the enormous potential for trade with and investment in the Mexican energy sector.
When the details of the energy provisions of the NAFTA text were announced late last summer, the financial press reported the energy negotiation as a qualified failure.
