a White Paper is due to be issued by the European Commission relating to PVC. It is expected to compromise and include both legislation and a voluntary scheme. Environmental agreement instruments are being developed which will mean that formal legislation will not be required to introduce new measures under certain circumstances. PVC is expected to be the first material to be tested under this arrangement. In Jul 2000, the European Commission adopted a Green Paper on PVC, raising six issues. These are substitution, the production process, cadmium stabilisers, lead stabilisers, phthalates and waste management.
Environmentalists are pressing for a complete ban, whereas industry is seeking adoption of its voluntary restraint. The voluntary commitments made in Mar 2000 include a complete phasing out of the use of cadmium stabilisers and a reduced use of lead stabilisers: by 15% by 2005; by 50% by 2010; and by 100% by 2015. Views and alternatives are discussed.
