The microwave spectrum of phenyl cyanate was observed in the frequency ranges (15-18) and (30-40 \mathrm{GHz}). Rotational constants were obtained for the ground and first eight excited states of the torsional vibration of the cyanate group with respect to the phenyl ring. The values of the inertia defect indicate the planar equilibrium conformation of phenyl cyanate. The torsional frequency was (42 \mathrm{~cm}^{-1}) estimated from the inertia defects. The torsional motion of the (\mathrm{OCN}) group in this molecule is discussed. β²93 Academic Press, Inc.
