✦ Synopsis


Following the privatization programme under Ghana's structural adjustment policies, the private sector has been encouraged to provide agricultural services such as seed supply. Detailed studies of seed micro-enterprises show the importance of developing networks and customer relations with other enterprises in order to get information and credit. These links are often based on informal links as the formal legal measures are too expensive and are not perceived to be functioning fairly. The public sector plays a role in regulating the industry through seed certi®cation. Government ocials were also found to be playing an unocial role as intermediaries in the provision of information on supply, demand and the actions of other enterprises.
