✦ Synopsis
A preliminary measurement of the proton structure function F2 is presented for momentum transfers squared 2 < Q2 _< 120 GeV ~ and for Bjorken-x values 3 -10 -5 < x < 0.1. The longitudinal proton structure function FL is determined for low x values in the range of 3 < Q2 < 35 GeV 2, using two independent methods. The analysis is based on data collected by the HERA experiment H1 in 1997, with a luminosity of 15 pb -1 for Q2 > 10 GeV 2 and of 2 pb -1 taken in a dedicated run for Q2 < 10 GeV 2. This measurement uses in the low Q2 region the new backward silicon tracker. The accuracy is by nearly a factor of two better than previous results.

The proton structure function F2 has been measured in the range 0.045 GeV 2 < Q2 < 0.65 GeV 2 and 6-10 -7 < x < 1.10 -3 using 3.9 pb -1 of ep --~ eX reactions recorded with the ZEUS detector in 1997. The analysis is based on data from the Beam Pipe Calorimeter (BPC) and the Beam Pipe Tracker (BPT).
Measurements of the diffractive structure function F D(3) (xl,,/3, Q2), describing the process ep ~ eXY, are presented in the two kinematic regions 0.4 < Q~ < 5, GeV z, 0.001 < fl < 0.65, and 200 < 3 < 800 GeV :, 0.4 < f~ < 0.9, both with xl, < 0.05, M r < 1.6 GeV and It[ < 1.0 GeV 2. Together with
