Before returning to private practice in 1989, he was legal advisor to Commissioner Charles Stalon at FERC. Since then, he has been involved in a number of restructuring initiatives and related regulatory matters in North America and in a number of countries in Europe, Asia and Africa. The author is indebted to Greg Troxell, director of regulation affairs, Northern Indiana Public Service Co.,for the motivation to write and for valuable insights on the subject of this article.
