The basic role of management is to organize people and enable people to cooperate in doing whatever is needed to achieve their common goalsβ’ In practice, however, this is not so easy. The members of an organization may be moving in different directions, some of its essential elements may be missing or duplicated and cause troubles and inefficiency. The basis for performing work in an organized way is to set standards and work according to them, but this alone is not enough to enable an organization to achieve its objectives reliably.
To exercise an organization's full potential, it is necessary that every part of the organization is voluntarily motivated to attain its goal. A collection of individuals only become a cohesive, tightly-knit group when all its members have a common objective, employ common methods, and use a common language. How to create such a type of organization is an important topic in business management. One method of realizing this is Total Quality Management which started life in America and developed in Japan.
