he latest encouraging sign is the campaign launched in April by the European Renewable Energy Council and endorsed by 40 groups from almost every country of the EU, including universities, Friends of the Earth, Greenpeace, the International Energy Agency and International Solar Energy Society*. "Any long-term vision for European economic development must include renewables, to save finite energy sources and to build up an industry of strategic importance," but they note that legislated targets for renewables by 2010 do not include heating and cooling applications. Government officials have admitted that the shortfall in achieving energy targets is caused by the sluggish growth of markets for heating and cooling from Green Heat options.
