In low magnetic fields, dissipations in granular V~Ba2Cus07_6 films near the zero-resistance temperature is described by the flux creep in effective Josephson medium. Our picture for granular Y~Ba2Cu307_~ is an extention to the one for single crystal Y~BazCu3Or.~ with regard to the dissipations in ~agnetic fields and provides a possible connection between granular Y~Ba2Cu307-6 , a discrete system, and single crystal YzBa2Cu~Or_~ , a continuum system.
