β¦ Synopsis
After seventy-seven years of council-manager government, Cincinnati dramatically modified its government by combining elements from the strong-mayor and the council-manager forms. The city' first "stronger mayor" and new "weaker" council took office on December 1, 2001. Many assertions were made to support this change, chief among them that government efficiency and accountability would improve. This article, which is based on selected key stakeholder perceptions, addresses whether the change resulted in enhanced efficiency and accountability.
