✦ Synopsis

Administrative infrastructure for risk management and risk control activities Benefits of self-insurance Increased self-insurance does not preclude taking advantage of the soft market. Cost savings achieved in the excess layer can be applied to obtain higher limits of protection. In addition, the various options available and the potential for coverage negotiation will make the decision to selfinsure easier.

At any point in the insurance market cycle, benefits can be gained from obtaining control of the claim management process and settlement decisions, selecting legal counsel and expert witnesses, and managing the litigation process. Dependency on the insurance market is lessened and the impact of market cycles is diminished. Most significant, the total cost of risk can be reduced by lower losses that result from enhanced risk and claim management.

Greater cost management and the introduction of cost savings into risk financing and risk control programs are of vital importance to health care providers in today's sensitive environment of regulations and insurance cycles. Self-insurance represents an opportunity for some health care institutions to optimize savings and, at the same time, infuse risk management programs with other costcontainment activities. w Long-term care: The impact of recent federal laws
