In the post-1971 world the economic, social and environmental problems associated with energy supplies have created a ' crisis' for many countries and especially for the non-OPEC developing nations. In order to grasp the magnitude of the problems facing these countries and to attempt to resolve them, it is essential to set out a reasonably detailed picture of the long-term energy supply and demand situation so that various energy policies can be formulated. This article develops a long-range energy sector plan and its policy implications for Pakistan.

Section 1 describes the conceptual basis, assumptions and the relations of the plan. Section 2 shows the optimal plan and finally Section 3 discusses the policy implications of the optimal programme. * Note on value data in Pakistan Rupees (RS): the Pakistan Rupee is aligned with the US dollar, currently at the fixed rate of RS 9.9 = $. In 1979/80 estimated GNP in current prices was stated to be RS 22.8 billion.
