À la suite d'une épidémie d'encéphalite qui ne frappe que les hommes, les femmes les remplacent dans leurs rôles sociaux, et c'est une Présidente, Sarah Bedford, féministe dure, qui s'installe à la Maison-Blanche. Le Dr. Martinelli, qui recherche un vaccin contre l'encéphalite, est enfermé avec d'autres savants à Blueville, dans une «zone protégée» qui les tient à l'abri de l'épidémie mais dans un climat de brimades, d'humiliations et d'angoisse. Martinelli acquiert vite la conviction que son vaccin ne sera pas utilisé, du moins sous l'Administration Bedford. C'est paradoxalement chez les femmes qu'il trouvera ses alliées les plus sûres et par les femmes qu'il sera libéré. Mais, une fois Bedford remplacée à la Maison-Blanche par une féministe modérée, Martinelli saura-t-il s'adapter à une société où les hommes ne jouent plus qu'un rôle subalterne ?"
