As promised, President Clinton vetoed the Teamwork for Employees and Managers Act, known as the TEAM Act. The legislation was intended to give employers, particularly those in nonunion settings, greater flexibility to create-without violating labor law-teams on which workers and managers participate equally to discuss workplace issues. The NLRB continues to force participative management teams to cease functioning on the grounds that they violate the NLRA, including, most recently, a team a t Polaroid.
