He told us not only that bypass is an isolated phenomenon, but also that in the 1990s there are new opportunities for many LDCs, in their traditional areas of operation, that are taking up as much capital as these companies can generate.

NG: With respect to bypass, what are the emerging defenses that seem to be working?
