β¦ Synopsis
With a more permissive attitude towards bypass, some industry observers have speculated that as the century ends, so may the importance of the LDCs. But this opinion is not t h of Donald J . Heim, chairman and chiefexecutive oficer of Washington Gas Light Company and I990 chairman of the American Gas Association.
In lawApril we had an exclusive interview with Heim concerning bypass, take-or-pay pass-through, and the future of the LDC segment. He told us not only that bypass is an isolated phenomenon, but also that in the 1990s there are new opportunities for many LDCs, in their traditional areas of operation, that are taking up as much capital as these companies can generate.
