โฆ Synopsis
During the burst of conservation activity in the 1970s. the focus was on doing without. Buildings were hotter in summer, colder in winter. Rooms were darker, cars were slower. The mood was captured by President Carter sitting by the fire in a sweater. Energy would be saved to the degree we could forego needs and comfort.
During the '80s. however, the tone shifted from conservation to efficiency. Efficiency embodies the sense that we can meet our needs and comforts using less energy.
Commissioner Stephen Wiel of the Nevada PSC and chair of the NARUC Energy Conservation Committee summarizesthe '80sviewthis way,"Theshowerwillbejustas hot, the beer just as cold."
Good Reasons and Better Reasons
Even if concerns like the greenhouse effect diminish with further scientific study, the efficiency goals they dictate would still be worth achieving, according to the recommendaticns of the National Governors Association Task Force on Global Climate Change, released in June

Since China accelerated its market oriented economic reforms at the end of 1992, its energy intensity has declined 3.6% annually over 1993-2005. However, its energy intensity declined 4.2% annually during its first reform period 1979-1992. Therefore, can we conclude that the accelerated marketizatio
