Ulpijan (Gnaeus Domitius Annius Ulpianus), oko 200 g. iz Tira, Fenicija (Phoenicia) danas Libanon, jedan je od poslijednjih velikih rimskih pravnika klasičnog doba.

Napisao je oko 280 knjiga. Glavno djelo su mu Regule (Regulae) u 7 knjiga pravila i institucija – od kojih jedna De officio proconsulis libri x., sadrΕΎi izalganja o kaznenom pravu.

Ovo je prvi hrvatski prijevod Ulpijanovih Regula koji je napravio poznati proučavatelj rimskog prava pok. Ante Romac. Izdanje je dvojezično, kao i sva ostala u biblioteci Latina et Graeca.
