I personally found the separation of the main text, notes, and references slightly distracting because many of the notes are essential to the narrative. Some central concepts are not introduced as concise and precise as the rest of them. Arguments and reasoning across quantitative analyses and interviews in some places could be more seamlessly integrated. Nevertheless, the merits of the book are abundant. I recommend the book to everyone who is interested in international collaboration, global science and technology assessment, and science policy.
