Nursing is a key health care activity. In most countries, nurses provide the largest workforce, consume the lion's share of the budget, and-more than any other staff group-determine the degree of humanity and efficacy with which each patient is treated. This may sound like a truism, yet it is not a truth which has been taken to heart by most health care managers and planners, at least in the 'developed' countries. To take the United Kingdom as an example, nursing accounts for a staggeringly high
