The anomalous suppression of J/~b production in Pb-Pb collisions at 158A GeV observed by the NA50 Collaboration can be explained as due to the occurrence of a new phase of strong J/¢ absorption, which sets in when the local energy density exceeds about 3.4 GeV/fm 3. Measurements of ¢ and ¢' production at the CERN SPS are compared to predictions based on a hadronic model of charmonium suppression. Detailed information is presented to facilitate comparison to other analyses. Sensitivity of these conclusions to the model parameters is discussed.
