In this period the working class and peasantry led by the Bolshevik party were completing the restoration of the national economy. The land of soviets was passing into the period of socialist industrialisation which was the key-note of the fourteenth congress of the Bolshevik party. In this period the question of the character and prospects of our countrys development of the fate of socialism in the soviet union was already confronting the party as a practical question.
