Recogni:ing that the scientific method is us critical to cancer control as it is to basic laboratop research. the National Cancer Institute ( N U ) established a well-defined, systematic strategy for attaining its cancer control goals arid objectives. This strategy, operationalized in the early 1980s a s a ,fi\re-phase process, emphasized cancer control as a research science rather tliati a demonstration science. The five phases of NCI's cancer control research strategy progress from hyporhesis development, to methods developmenr, to coii- trolled intervention trials, to defined populution studies, and finully to demonstration and implrmentution programs. This research base provides the foundation for nationwide prevention and health senices programs. The application of this five-phase upprouch to NCI's efforts to reduce morbidi8 and mortality attributable to tobacco use is described, and some o f the challenges that ,faced the Institute in this process are identifed, These experiences provide an important framework for other disciplines faced with the challenge oftranslating science into practice. 8 1996 Wilry-Liss.
