In his evaluation of my (1992) empirical investigation of tariff protection in Israel, Hillman (1992) raises several important issues and in addressing them he provides an insightful description of the unique aspects of the institutional setting in Israel. With this in mind he then proceeds to reinterpret the results of my empirical investigation in a model that he considers more appropriate given the institutional structure in Israel. I wish, however, to take issue with several of Hillman's points.
