In his evaluation of my (1992) empirical investigation of tariff protection in Israel, Hillman (1992) raises several important issues and in addressing them he provides an insightful description of the unique aspects of the institutional setting in Israel. With this in mind he then proceeds to reinterpret the results of my empirical investigation in a model that he considers more appropriate given the institutional structure in Israel. I wish, however, to take issue with several of Hillman's points.

Unusual circumstances can give rise to economies with special characteristics. Leo Kahane has ventured, in the above paper, into the realm of one such economy, that of Israel, to study the determination of international trade policy. Kahane tests, using pre-1977 data on Israel, four theories of endo
