Only after the 1997 Congress, IFSA will function as a true Federation.

The current IFSA Council (whose members are listed in Appendix) will undoubtedly play, under the leadership of Didier Dubois, a crucial role in implementing the major organizational change of IFSA. Let me close this report with my best wishes to this outstanding Council and to the bright future of IFSA and the ideas for which it stands.
