β¦ Synopsis
We investigate electrically neutral surfaces composed of mobile charged particles. For a single surface the long-range tail of the charge correlations is independent of the details of the system. The pressure between two such surfaces at large separations, h, is universal (depending only on temperature), always attractive, and decays like hk3. The asymptotic law for the total pressure is independent of the magnitude of the dielectric discontinuities at the surfaces. Unless the zero-frequency dispersion interaction of the dielectric media is included, the pressure will contain an artificial repulsive contribution due to the image charge interactions.
