We use the word 'intelligence' to mean mental ability. So a highly intelligent person is much more mentally able than a person of lesser intelligence. This general use of the word 'intelligence' carries huge dangers. You can test a person's eyesight and you may find that some people have extremely acute eyesight - much better than most other people. But if these 'superior eyesight' people are looking in the wrong direction that superior eyesight is of no value. Intelligence is a potential.
