This article describes how policies to integrate environmental considerations into industrial activity trickle down from the European level where policy is formulated to the national or regional levels where policy is implemented. After an introduction to the broad European policies which relate to industry and the environment, the paper discusses the specific instruments which (might) contribute to the integration of environmental objectives into industrial activity at the national and regional levels. In this respect, the paper suggests that there is a requirement for a measure of proactivity in the national and regional agencies responsible for implementing policy. With reference to several provinces in the Netherlands, this argument is illustrated through an examination of the role that waste prevention teams can play in promoting pollution prevention. # 1997 by John Wiley & Sons, Ltd and ERP Environment.
