✦ Synopsis

This article presents innovative approaches to financing that may be applicable to telecommunications investment in developing countries. Two different approaches involving structured credit and trade financing are explained. This combination could enable a country that produces commodities for export but is short of foreign exchange to obtain financing for telecommunications. An example of a transaction that might be adapted to obtain a telecommunications loan is presented.

## Abstract The global increase in frequency and intensity of harmful algal blooms (HABs) has led to more frequent incidence of seafood‐borne illnesses and adverse impacts on natural resources. In response, public health agencies worldwide have mobilized to initiate HAB monitoring programs. To meet
