A missioners shows a number of freshly appointed members. These people regulate today's retail natural gas markets. If that is not enough reason to pay attention to the new crop of regulators, their regulatory decisions will shape the retail gas and electricity markets of the future, where the gas industry hopes to sell 30 trillion cubic feet of gas.

Let us face it, though. Few state commissioners are appointed for their expertise or interest in the natural gas industry. Many come from business, professional, or government backgrounds with no particular knowledge of utility industries. They embark on a cram course covering telephones, electricity, natural gas, administrative law, agency procedure, federal regulation, legislation, press relations, and public speaking. On any given morning, they may be asked to change their mother's area code or authorize a power line through someone's family farm. Understanding the natural gas business gets low priority as stakeholders clamor for the new commissioner's attention.
