188 member states to implement a worldwide and standard system.

More than 100 member states have so far issued 700 million MRTDs, and this number is increasing rapidly. The MRTDs are expected to be equally valid in seaports, land borders and airports.

Assad Kotaite, president of the council of ICAO commented: "I encourage all member states to cooperate fully in the implementation of this global identification framework that can significantly enhance public confidence in air travel security, encourage people to fly in greater numbers and expedite the flow of passengers through airports."

One of the first countries to adopt facial recognition will be Australia, which could introduce the technology in its passports in the second half of 2004.
