Abstract
Spurred on by interest at the federal level by the National Telecommunications and Information Administration (NTIA) in reducing the "Digital Divide" between those with access to the Internet and those without it, the state of Indiana launched a community networking initiative in 1995. Dubbed "Access Indiana", the initiative ultimately funded about thirty geographically‐based community networks and created the Indiana Community Network Association (ICNA) to serve as an advocacy organization for the community networks. Contractor and Bishop (1999) define community networks as "not‐for‐profit institutions that typically provide online community information, Internet services, and user support to local residents and organizations" (p. 155).
