While working at NERA, Dr. Crespo has performed analysis of retail and wholesale pricing mechanisms, RTO proposals, and competitive issues in electricity and gas markets. Dr. Crespo also conducts research involving game theoretical and econometric modeling of strategic bidding behavior in electricity markets. Dr. Crespo received his B.A. in Economics from Duke University, and his Ph.D. in Economics from the University of North Carolina at Chapel Hill. Ce Âsar A. Herrera is a Senior Consultant at NERA specializing in tariff regulation and the economics of energy utilities, including competitive restructuring issues. The projects he has conducted at NERA include incentive regulation issues, efficiency measurement and cost performance analysis, and the modeling and computer simulation of commodity markets. Dr. Herrera received his M.A. in Development Economics from the University of Sussex, England, and holds a Ph.D. degree in Economics from the University of Wisconsin at Madison.
