R-site magnetic rare-earth ions in superconducting (\mathrm{RBa}{2} \mathrm{Cu}{3} \mathrm{O}_{7-\delta}) cannot both fill holes and break pairs. Therefore the observation of both phenomena implies that some rare-earth ions occupy sites other than the (\mathrm{R})-sites, presumably Ba sites.
