2. Whilst the first paragraph of the conclusions was concerned with the principal conclusion the second was concerned with the course of action to be followed as a result. The limitations of the study were recognised and therefore the conventional two-tone horn was not summarily dismissed. It was recommended that further investigations in the field should be undertaken to establish whether the degree of improvement observed in the laboratory could be replicated under operational circumstances. It would have been naive to have assumed that a laboratory study such as that described was a reasonable basis for dismissing the two-tone horn without further consideration. Yours sincerely,
