and his colleagues are developing a nationwide program for prealgebra grades that is intended to teach children those levels of understanding, and those habits of mind, that will prepare them for success when they encounter algebra in Grades 7, 8, or 9. The judgment on any program must be based on what that program means in the lives of teachers and children.
