Sixteen papers from the March 2004 workshop present recent research on web service constraint mechanisms, security in web services, service discovery, document publishing, and XML versioning. The keynote lectures discuss the technical challenges of working with extremely high and geographically diverse workloads presented by e-commerce and e-government applications, and explore the interface between social and technical requirements and the need for user-centered development in creating services. Other topics include resolution and constraint propagation for semantic web services discovery, an access control system for a web map management service, and enriching ebXML registries with OWL ontologies for efficient service discovery.
