## Abstract The government of NWFP, Pakistan, established an autonomous body, the Frontier Irrigation and Drainage Authority (FIDA), in 1997 to effectively cope with the emerging challenges in irrigation management. Six distributaries were recently transferred to farmers' organizations under the ir
