Prior to joining APPA, Mr. Penn served for 13 years as the first general manager for Wisconsin Public Power, Inc. SYSTEM, a joint power supply agency for 30 municipal utilities, as chief economist at the Department of Energy's Office of Competition, and as chief economist of the Nuclear Regulatory Commission's antitrust review. He has testified and published extensively on the subjects of industry structure and regulation.
